[sama s\u00e1ttm\u00e1la] og einsetur s\u00e9r a\u00f0 stu\u00f0la a\u00f0 \u00feeim, getur s\u00f3tt um a\u00f0 gerast a\u00f0ili a\u00f0 Sambandinu. Tilkynna skal Evr\u00f3pu\u00feinginu og \u00fej\u00f3\u00f0\u00feingunum um sl\u00edka ums\u00f3kn. Ums\u00f3knarr\u00edki\u00f0 skal senda ums\u00f3kn s\u00edna til r\u00e1\u00f0sins, en \u00fea\u00f0 skal taka einr\u00f3ma \u00e1kv\u00f6r\u00f0un, a\u00f0 h\u00f6f\u00f0u samr\u00e1\u00f0i vi\u00f0 framkv\u00e6mdastj\u00f3rnina og a\u00f0 fengnu sam\u00feykki Evr\u00f3pu\u00feingsins me\u00f0 stu\u00f0ningi meirihluta allra \u00feingmanna.
